That doesn't make sense. Reinstalling wouldn't do anything different. Are the installed refresh rates available in the Windows screen resolution settings?

No, not really. That's more of an issue with how full screen games and the gamma ramp are handled in Windows, so there isn't a solution that works in all cases. This works for some games: http://goebish.free.fr/cpk/
