The video card might not support interlaced resolutions with DisplayPort.

Not sure if this is the place to ask: Is it possible to use modern card (>9xx series) and use its processing power and output via older card VGA with something like 9800 (last one to have S-Video in which I'm interested aswell) but even on VGA screen rendering would be performed with newer card?

I don't understand what you mean by this. What did you try and what exactly is happening?

Method #3 shows you how to enable safe mode with a command prompt.

I haven't ever done anything like this. You would need a really old driver to use such a card, and that might not coexist with the driver needed to use the newer card.
Hi guys! First off, I'd like to thank the author of the software for taking his time to create and maintain this utility. I'm facing a rather ugly situation with my RX 480 and my 4K Philips monitor - I cannot go past 30hz.

Please note that the exact same hardware configuration (with the same DP cable) used to work 4K 60hz out of the box about 2 years ago. Back then, I switched to Ubuntu, but now I need to use windows again. As a side note, I can get 4K 60hz under ubuntu using kernell 4.14.1 which makes me think it is not a hardware issue.

I installed Windows 8, then the motherboard drivers and AMD drivers. The 60hz mode is not present in the Monitor section. Trying to set a custom resolution - either 60hz or 59hz (or anything past 31hz) using AMD software leads to: https://imgur.com/a/ebusS8z
As a side note, the generic video driver that comes with windows 8 puts my monitor in 64hz by default. Everything falls apart after installing the AMD software.

I am not sure what to make of this, since its clear that the 60hz mode is present, but not selectable in Windows.

What I did was: create 2 new detailed resolution using the "Automatic - LCD standard" - one with 59 hz and the other with 60hz, then delete the 2 that were present there -> click the "OK" button -> then use the "restart 64". The result is the same, which makes me think that i might be doing something wrong. https://imgur.com/a/cHX7R0I

I tried contacting AMD and writing on their support forums - they were totally useless as expected. At this point, the only thing I can think of is buying a new video card - i really hope that it doesnt get there.

The basic driver doesn't deal with refresh rates, so it always lists 64 Hz regardless. The monitor is reporting itself as HDMI, so maybe AMD's driver thinks it's a DP-HDMI adapter. Run reset-all.exe and reboot. Then edit the extension block and try deleting the HDMI data block.
