I am back again with more questions that I cannot seem to quite find an answer to.
So I did the right thing here and swapped to AMD. CRU works as intended again and I once again have the ability to make a 130 and 140hz resolution (144 is too close to the bandwidth limit of hdmi 2.1 and I don't wanna experience blanking, at 4k 10bit color).
Now my issue is the VRR ranges. The CTA 861 block IS editable in the sense that I can expand that range from 48-120hz to 48-140hz HOWEVER, even after changing both of those, and restarting freesync just in case (tried without too), the freesync actually does not enable when playing a game. The refresh rate remains static and all synchronization gets turned off.
Does anyone know how (if possible) on HDMI 2.1 specifically, to get VRR ranges to work on a resolution above the TV resolutions? (For example, DisplayID 1.3 and 2.0 will allow a custom resolution but they will not engage Freesync.) The TV resolutions sadly only go to 120hz and the custom resolutions in the CTA 861 data block prevent me from making a new one because of Pixel Clock being red. (although that has a stupid low limit of 2560x1440 at 60hz for some reason on this display).
I have an MSI MAG 321UP and I'm powering it with a RX 9070XT (Adrenalin software, no MSI Afterburner).

Does AMD's control panel report the new range after editing? Is there a FreeSync data block? Are you editing the HDMI 2.1 VRR range or the FreeSync range? I think the FreeSync data block takes precedence with AMD if it exists. I don't have any of the newer GPUs, so I don't know what limitations they have.

What dock is it? G-SYNC should work fine if the dock acts as a hub. If the dock acts as its own video card like DisplayLink docks do, then there's nothing you can do because NVIDIA's driver isn't even involved in that case.

They don't really say what they are. When you plug in the dock, is it listed as a display adapter in Device Manager? That would mean the dock is handling video output and not the NVIDIA GPU, so there would be no way to enable G-SYNC.

No, I didn't not see a change in the 'Display adapters' in 'Device Manager' when I plug in or plug out the dock.

Yes, the monitor is plugged in. Tried plugging in it and out. I am not sure about the "where is it listed?" question. Do you mean where am I finding if I detect a display adapter or not? If so, I am finding it in 'Device Manager' under 'Display adapters'.

I mean where is the dock listed in Device Manager? It has to be somewhere. Also what are you using the dock for besides the monitor?

AMDs control panel does not report the new range as 140, no. It reports 120 instead. This is after changing the CTA 861 data block\Freesync Range to 140hz as well. I have however tested this with the HDMI 2.1 ranges changed as well. And it still reports the same
One interesting thing I found is that my monitor does not report its ranges for anything when it comes to the first edit button when you edit the global monitor EDID settings. Only in CTA does it do that.
