Never mind. I thought you were saying it depended on where you plugged in the display. I don't see why the driver would only allow one or the other to work. Can you check how it behaves without the modded BIOS?
I wish I could, but atiwinflash 2.77 can't operate with build 1803, I'm stuck. Tried all compatibility modes, command lines...

Do the cards have BIOS switches? You could just flip the switches.

They don't have dual bios, none of them.

Bios have 4G decode enabled and all pcie settings set to gen 2,audo disabled, main gpu is pice(not auto or internal gpu)
If you modded the BIOS, how can it be working normally before the patch? The driver won't even load with a modded BIOS unless you patch the driver. That's why you don't see the stuttering until after you apply the patch. The stuttering is a driver issue that has nothing to do with the patch. I've seen lots of people report stuttering with 18.4.1 and 18.5.1. I'm not sure why older drivers aren't working for you. Maybe it's a driver issue with 1803.

Same exact problem here. Fresh install of windows 10 (1803). Created restore points along the way. Every time I apply the patch, OS becomes inoperable. Had no problems before. Looking for a older windows 10 build (1703). Any suggestions? Thanks for the help.

The BIOS signature check is for Polaris GPUs. It has nothing to do with the R9 290.
