Sounds like a problem with G-SYNC not working correctly, either because of a problem with the monitor or a problem on NVIDIA's end. Someone mentioned setting the power management mode to "Prefer maximum performance" in the NVIDIA control panel under "Manage 3D settings" worked around the problem.
