I had this bug few times last week when I was messing with VRR range or removed some useless resolutions.
I think this bug happens randomly. For example I've change VRR window 5 times and after 6th change NVCP goes away. I've lost like 10h trying to figure out what is going on, but I figured out that you need to uninstall your Nvidia drivers with DDU, install fresh driver again and the same change in CRU will work next time.
