Something is seriously wrong with your computer. Running restart.exe only restarts the graphics driver. It doesn't change anything, so running reset-all.exe wouldn't help. Not being able to boot into safe mode indicates a serious problem, either a hardware issue or data corruption, and not being able to run CRU is also unusual.
