When this happens, is 3840x1600 not available in the Windows display settings at all until you run restart.exe?

The .dat file simply includes an extension block with HDMI support. The default extension block should already have HDMI support, but CRU can't read extension blocks with Intel GPUs. I was just checking to see if manually overriding it would work around the problem. You can change the type back to "Default extension block" to use the monitor's default extension block.
