Im not a pro but from my experience something is off with the values.
I had similar issues bc of the said reason.
Show so us the values are u using custom resolution software?

RE: 1720x1080 on 165hz
do me a favour and try putting in the refresh section (hz) 164 and try it again.
After u applied the new change restart your pc and try out the resolution on your desktop.

RE: 1720x1080 on 165hz
idk about the black bars tho.
Did u try the nvidia settings idk what its called in english but try aspect ratio it should work fine with it and check the box under that
If that doesnt work lmk maybe we can find a fix for it. It also depends on the game so lmk which game.

RE: 1720x1080 on 165hz
i think i have found the issue my refresh rate on nvidia keeps going back to 165 when i put it to 164 it shows on the preview that i will have no black bars but when i press apply it goes back to 165 and the black bars appear, if im able to keep the refresh rate on my nvidia to 164 then im sure it would work nicely

RE: 1720x1080 on 165hz
You have it set to use display scaling. The scaling modes are for GPU-scaled resolutions only. Any resolutions you add will be scaled by the display, so you'll have to check the monitor's menus for scaling options. The preview in the control panel is just there to show how the scaling mode will affect the resolution and refresh rate you specified. It's not a setting.
