Browser performance has never been reliable, and many things can affect the frame rate. Try using Chrome if you're not already. Chrome seems to be the most reliable with frame rates. Make sure GPU acceleration is enabled in the browser settings. If you have Windows 7, make sure desktop composition is enabled by using one of the Aero themes, not Basic or Classic.
