59 Hz shouldn't cause stuttering. Vsync is supposed to use the actual refresh rate.

The monitor might have TV resolutions defined in the extension block. Try setting "Custom extension block" to disable them.

NVIDIA does the same thing with TV resolutions, so I don't know why you're only having the problem with AMD.
