The FreeSync range needs to be at least 10 Hz apart for the option to be available. Try 24-36 Hz, and you'll have to use the G-SYNC pendulum demo to test because the AMD windmill demo won't go lower than 35 FPS.

That's strange because 40 Hz is still under 165 MHz. The monitor should be able to handle that easily. Most of these monitors should be able to handle 50-60 Hz with a single-link connection.
