Read the instructions for the test. "VALID" only means the test is working correctly. It does not confirm lack of frame skipping.

Sometimes, depending on the monitor. Samsung monitors are usually consistent about the 77 Hz limitation unless the monitor supports 100/120 Hz.

Try it and see, but I doubt it does. If it does, it's more likely to work with the "LCD native" timing option for TV resolutions like 1280x720 and 1920x1080.
