Low resolutions with 3070Ti not possible? It was working fine with 2070

The AMD/ATI limit was for custom resolutions with AMD's software, which didn't affect CRU. That was not a pixel clock limit.

I don't know if it's possible to patch the limit. My GTX 1060 doesn't seem to be affected, so I don't have a way of testing it. I tried looking for values that could represent 25 MHz in the driver but didn't find anything near the other limits. Considering you can add and select the resolution, that means the driver isn't filtering it out, so it might actually be a hardware imposed limitation. The only way to raise the pixel clock without changing the resolution is to increase the blanking, if the display can handle that.
