The range limits is informational and does not affect what the monitor can do. Usually the refresh rate is limited by the firmware in the monitor ("out of range" message or black screen or noise artifacts) or by pixel clock limits in the graphics driver (refresh rate not listed or fuzzy image beyond 165 MHz pixel clock with DVI).

What video card do you have? Are you using HDMI? If so, does the monitor have an extension block with an HDMI data block?

Sometimes trying different timing parameters helps. You can try the "LCD reduced" timing option to try higher refresh rates while keeping the pixel clock under 165 MHz. That usually works for 1080p monitors.
