The FRL rate is for the blacking out issue. If that doesn't help, then there's a signal quality issue somewhere. If it's not the cable, then it's the TV. Make sure you have the latest firmware. The VRR flicker might not be fixable.

maybe I didn't select the one I should, because there are two on the same page. one is off by default.
both at 40? or ...

The other is for DSC. You shouldn't have to change anything. Return the TV and get something that works correctly, or contact TCL support and hope they can fix the problem.

Only issue i got is that i get some VRR brightness flicker in some games that indeed drop framerates to sub 60 (55 or so) in some instances , but the flickers don't appear to be tied exactly to those moments (it might or it might not happen during those drops).
I might live without VRR, but ALLM is tied to it and can't be turned on individually.

Use PC mode without VRR, because it works with backlight flickering on many monitors and it is also unstable with big drops
ALLM is not a feature of the game mode with VRR, but part of the HDMI standard, and it turns on in any TV mode when switching to a high refresh
Sometimes reducing FRL is not enough, I have two TVs TCL C735 and C755 both work fine in 144Hz, but on the C735 there were drops until I buy a certified HDMI cable
